| ARROW - Accessible Registries of Rights Information and Orphan Works ARROW aims in particular to support the EC's i2010 Digital Library Initative by finding ways to identify rightholders, rights and clarify the rights status of a work including whether it is orphan or out of print. This will enable libraries as well as other users to obtain information on who are the pertinent rightholders, which are the relevant rights concerned, who owns and administers them and how and where they can seek permission to digitise and / or make available the work to user groups. The project also seeks to enhance the interoperability between sources of rights information (i.e. exchange of information) held by rightholders, RROs and other collective management organisations, agents, libraries and users. Solutions envisaged by the venture include the establishment of systems for the exchange of rights data, the creation of registries of orphan works, information on or registries of works out of print, supporting the creation of a network of rights clearance mechanisms. Key to achieving this objective is interoperability, standards deployment and stakeholder involvement. ARROW is funded by the European Commission's eContentplus Programme which works to make digital content in Europe more accessible, usable and exploitable. Expected results:
PartnersThe ARROW public-private partnership initially involves high level know-how from 16 stakeholders in the publishing value chain in 10 European countries as contracting partners. In addition, 10 stakeholder organisations support the project as external supporters. Other organisations have shown their willingness to join the initial partners at a later point. Today Kopinor has 23 member organisations - 6 publishers' associations and 17 authors' associations. This broad representation is the backbone of Kopinor, and allows Kopinor to offer licenses in regard of photocopying and certain digital uses of published works to users based on a portfolio of rights to all relevant types of works. http://www.kopinor.no Kopiosto Copyright Society administers licenses and distributes remunerations to copyrights owners. It was registered in the second half of 2007 when SAZOR became fully operational as a Slovenian RRO, when it got a license from the Slovenian Intellectual Property Organization. SAZOR immediately got 22 publishers as their members, and theses publishers cover more than 95% of the Slovenian market. Further, over 700 authors, mainly authors and translators) joined SAZOR through their association ZAMP. Collecting Societies representing Authors Associated Partners The Author's Licensing and Collecting Society represents the interests of all UK writers and aims to ensure writers are fairly compensated for any works that are copied, broadcast or recorded. http://www.alcs.co.uk LIRA is a collective management rights organization representing Dutch writers. LIRA was established in 1986 and safeguards the authors rights of dutch writers. LIRA achieved several goals for professional writers such as a pension fund, legal assistance and a cultural fund.
